Correct.

yup, pretty much exactly that. though normally it's just, livetv on an
hdpvr, exit live tv, come back later, both hdpvr are in use, livetv
then has to use HDHR and presto bang, user is presented with a black
screen before exiting back to the main menu.

I have, and it's not. When this situation occurs, I've had to go in
and manually change it to a channel number available to the QAM HDHR
which will allow live tv to work, until the number changes again to a
channel on the HDPVR but not the QAM HDHR.
