Quick update from me. I plugged away at this for a couple of hours today and
made absolutely no progress. I suspect the hang on install is related to
this bug:
https://bugs.launchpad.net/ubuntu/+bug/1308202
But as far as I can tell I had already got past that by rebooting apache2
without exiting the installer and a mono test page seems to work for me. I
tried updating the config file as well as indicated in the linked thread but
it made no difference.

I'm happy to try whatever troubleshooting is suggested but at this stage I
have no more leads to follow, I'm at a complete dead end. Nothing I tried
made any difference whatsoever.

Jon, I tried your suggestion as well but it made no difference for me.
