Yes and yes.

The 'Next Suggested' time that was previously known to be developed based
on server load etc. is now simply the time of the session + 24 hours.

If you wanted to change it, then just run mfdb manually at your chosen time.

And since you're using the /etc/hosts solution, you don't have the fixes that
remove stale files in /tmp. So after running, (most likely by a user name other
than 'mythtv') check for and clean up anything that's stuck.

I'm assuming you have MythTV set up to "Run mythfilldatabase at time suggested
by the grabber". Otherwise this answer makes no sense.
