I didn't look at your scripts yet since I know even less about python than
perl but I think I am about where you are with my perl attempt.  I seem to
get a successful response but it is:

<?xml version="1.0" encoding="UTF-8"?><bool>false</bool>

And the table is not changed.

I figure I am not preparing the data correctly.  It is here:
http://pastebin.com/wx2eifB7 if anyone wants to take a look and offer
corrections.
