Not only the merchants.  But also the consumer.
With chip and pin the presumption by the banks
will be that the charge will have to be proven to
have not been made by the individual, since who
could possibly know your pin (which, in the US, a very
high percentage of the people write their ATM
pin on the card, and likely their new credit card
too :-)

I expect the backlash from that (after the news
organizations find some poor single parent whose
card was stolen, and lost their ability to pay for
food for their sick infant (see, I already have the
storyboard ready)) to result either in banks going
back to a presumption of innocence, or some
attempt at banking regulation (after all, in the
US, it cannot be the individual who is at fault
for writing their PIN on the card).
