Note that while there are three way balanced splitters (usually
sold/targeted to the commercial CATV market) with roughly
-5.5 dB  to each tap, most three way splitters sold are not
balanced, with one tap being (about) -3.5dB, and the others
(about) -7.0dB (essentially there is a two way splitter inside,
feeding on tap, and then feeding another two way splitter to
the other taps).  Not all three splitters are equal.

btw (for the OP), historically, every TV's and the PC based
tuner has a different sensitivity.  It is not unusual for
a HDHR, or a PCI card to not be as good as some
TV's in picking up low powered signals (and sometimes,
especially if you are in a fringe area, some TVs are
better than others).

Note that the HDHR has the capability to report the
signal level of a tuned in frequency via either the http
interface, or the command line interface.
