In Mythbuntu, v4l2-ctl is in /usr/bin and can be run from any user,
unless the path setup has been changed.  Try running this command:

  echo $PATH

from root and from your MythTV user and see if /usr/bin is listed.  If
it is, then it looks like the v4l-utils file has been deleted or the
package uninstalled.  So I would try reinstalling the v4l-utils
package.
