The HDHR Prime is, indeed an interesting solution for
MythTV for the non-premiums, if the content is marked
copy-freely.  However, Charter seems to be very
inconsistent (according to reports) regarding how they
flag their content.  For every report of 90% copy freely
I see more that say everything is encrypted (of course,
those are self reporting people on that list, and those
that are unhappy are more likely to speak up, so there
is more than just a small selection bias in the data.)
The OP would have to try to see if any content is
marked copy freely in that market (and the only way
to know is ask others in that market, or try it yourself.
The local office will not know anything).
