Well, numerous supply houses (around here) have various
"emergency" services options (they will open a local store
at any time of the night/weekend/holiday), but that adds in
an even bigger cost.  But sometimes you have to pay what
you have to pay (and it can be a lesson learned for the
contractor).

My guess is that such a contractor would also have connected
both ends (or neither end) of the cable to local "ground" (can
you say ground loop?).  In the long run, all one can do is scratch
that contractor off the approved list for the next job (for cause,
since it sounds like they did not conform to TIA-569 regarding
separation).
