     1. Because a tuner could be cheaper than the cable box 
     2. That tuner is then usable at any front-end rather than only the
        single location where that cable box would be 
     3. Concentration of tuning devices maximizes efficiency 
     4. User interface and education consistency 
     5. Simplification of what devices need to be set to what settings
        to perform activities 
     6. Pause and rewind, because somebody wants to or interrupt(s) the
        viewing, or you want to show something to somebody who was not
        there while it aired live

There's probably lots more.
