No, it's a "suggests".

Usually I use "aptitude update" followed by "aptitude safe-upgrade".
But yesterday update-manager popped up and I just clicked ok without
checking what it actually tried to install/update. So I guess
update-manager behaves differently than aptitude and installs
suggested packages too. I'll pay more attention at the next update then...
