And is that the one that is used when transcoding recording by way of a
playlist?

Is there any reason that playlist transcoding option doesn't have the
"which transcoding profile" option like the single recording transcoding
menu does?

The use case is that one might generally want, say, the lossless
transcoder as the default for a given program, but in the interests of
resolving an occasional temporary space crunch one might want to use the
MPEG4 transcoder on a list of recordings.
