So if I go with something with this CPU:

and a machine with 8 or 16GB of DDR3-1600 RAM I should be OK with h.264 
transcoding in near-real time?

I've been out of touch with new hardware for a while - one of the 
problems of having rock-reliable servers is that you don't get to 
upgrade much.  Also, I've taken a side tour through the embedded world 
for the last 4 years, working with Arduinos and OpenWRT and such, so I 
honestly have no idea of the capabilities of current hardware.
