Sorry - I should have been more clear.

Options --setverbose and --setloglevel are a convenient way of changing  
the log level of your running backend 'on the fly'. They take the same  
flags as --verbose and --loglevel respectively.

So "mythbackend --setverbose eit" will simply connect to the existing  
running backend, instruct it to change the log level, then terminate. Thus  
the errors about it not finding a backend server. To start the backend the  
equivalent is "mythbackend --verbose eit,general".

And once you're done you can switch the logging off again with  
"mythbackend --setverbose noeit" without having to restart.

If the active scanning isn't doing its job then maybe your setup is  
affected by one of the known tickets:
