Just to clarify a little more (since I did since such a bad job in my
original email)...

The problem can occur if your motherboard is configured to use the
Extensible Host Controller Interface (xHCI).  Kernel versions around
3.13 fail with older USB devices in the way you describe, i.e. the
device is present, but doesn't receive any input at all.

You may be able to test if this is the problem by temporarily
disabling xHCI in your motherboard (which will also disable USB3,
everything will need to connect via USB2 or USB1).  On my ASUS
motherboard it is disabled by clearing the "Intel xHCI Mode" checkbox.
