I don't know but it appears unrelated to this issue. It's in the Media
Monitor code. Even if it is, if the D-Bus restart fails, the FE just
uses: sudo /sbin/restart.

You mentioned "I tried the sbin/reboot but that also fails." Which I
suspect was just an email typo (the missing /, that is.) But it would
be nice to say what the result was. Then retry with a leading sudo.

If you really wanted to prove that the setting is null (and you're
OK with using SQL), then this would show any non-printables:

     SELECT data,HEX(data),hostname FROM settings WHERE value='RebootCommand';
