To be clear, my understanding is that it would not generally be the cable
company setting the CGMS flag. CCI is set by the cable company. CGMS could
be set by the cable company, but more often is set by the channel
broadcaster, or sometimes even by the creators of the individual shows.
CGMS is embedded into the Mpeg stream, and unless someone along the chain
makes an effort to strip it out (or some particular software/hardware
happens to do such), it usually just gets passed along through the chain
(recording cameras, editing software, broadcasting hardware, cable
distribution systems, etc) once it's put there.
