That is adjustable starting with 0.27.  Take a look at

For horizontal scrolls in Steppes, I use

 <scroll direction="horizontal" returnrate="140" returndelay="4" />

and for vertical:

 <scroll direction="vertical" rate="15" returnrate="35" startdelay="4"
returndelay="4"/>
