And that *can* end up being a badness.

Except, of course, if the database upgrade fails, and then those
same users may have no idea why their backend is not starting,
and cannot start.

There are arguments that suggest that if the packagers really
cared about their users experience they would insure that their
upgrades stopped the services and disabled auto-restart to
insure that the user was aware of what is going on by having
to manually invoke an upgrade script (which could re-enable
auto-restart, etc.)
