Still no luck.  A few lines from my channels.conf:

ABC News

Then:

$ ./rb-download -f channels-2013-11-13.conf -b downloaded 560
ioctl FE_GET_FRONTEND: Resource temporarily unavailable


As a check:

$ mplayer dvb://ABC1

works fine.
