Are you saying that older generation HDHR can downgrade FW revisions from the latest but that newer HDHR hardware is restricted from going back to an older FW rev?

The firmware is independent of the OS. You can upgrade using the
cli (or using the gui on platforms that support it) at any time. However,
note that with the Prime, firmware upgrades are new versions only.
Due to restrictions placed up OCUR solutions, it is not supported to
downgrade firmware (the reason has to do with making sure that any
DRM fixes cannot be undone by loading old firmware). As with any
firmware update, updates can result in improvements or regressions.
Note that if you choose to install one of the Beta firmwares, you
should definitely regularly check the SD forums for newer versions
(and release versions) since occasionally the Beta firmwares are
somewhat finicky.
Full disclosure, I tend to run the latest beta firmwares, and have
generally been pleased (although there was that one version which
was replaced a day or so later because it was so broken). SD
does regression testing, but the reality is that there are too many
edge cases out there in the real world.
