Solved.

I woke up too early for the Fourth of July.  :/  I'm not going to say how
early!

It looks like the PHP code is fine.  I have to get rid of all those print
and file_put_contents lines I threw in there!

I went into Mythweb Settings :: TV :: My Session and changed the Date
Formats to the formats I have on my working backend.  All of the boxes were
blank.  After typing them in, the times and dates are now appearing.
Perhaps a Locale setting is wrong for my VM?  I'm not sure.  I'm pretty
sure I said "New York" time zone when I set it up.

I'm not sure why those settings weren't there, but the change seems to be
sticking after closing and reopening Firefox.  I loaded in the database
that is running on my working backend, and really only changed the IP to
127.0.0.1 so... well anyway, it's fixed.

In a few hours I'll detonate something to celebrate. ;P
