In the logs Mythtv initially reports it as 29.97 FPS.  I've also just
checked using other programs and they all state it's 29.93.  This is
from VLC:

Type: Video
Codec: MPEG-1/2 Video (mpgv)
Language: English
Resolution: 720x480
Frame rate: 29.970628
Decoded format: Planar 4:2:0 YUV

Something is causing it to seriously drop frames making it unwatchable.
