Well, technically, a format (mkfs) of / usually just writes the inodes,
so the data is often still there.  With a some effort it is often
possible to recover the fragments, which can (sometimes) be reconstructed
into useful files.  There are various forensic toolkits that can make it
easier to get there.  But you have to really really need to get the data
for it to be worthwhile (or have LE requirements).
