Well, they did say "within a week or so".  I guess it
depends on what the meaning of "so" is.....

Every distro seems to have a different set of challenges
getting the nVidia binary blob driver rebuilt in a timely
fashion.

Since your reference is a wiki page, perhaps you
should update it with a "The 13.1 drivers will be available
when they are available" to more reflect the reality.
Or, try to send a message to the person who edited
the page and ask on what basis he selected Nov 20th?
