This error is usually caused by mplex failing  while adding the NAV 
packets required by dvdauthor and remuxing the video and audio streams 
back together. What happens is say the recording is 60 minutes long and 
mplex fails at the 45min mark dvdauthor still assumes the recording is 
60mins long and tries to put a chapter mark after the end of the 
truncated recording and fails with the error above.

I'm afraid I don't know how fix it. Some have reported increasing the 
video-buffers size in mplex helped other have said using ProjectX to fix 
the timecodes and sync helped but in my experience if the recording is 
corrupt then there is not a lot you can do except cut the bad parts out.
