My experience with my IR repeater is that it can get signals from
unexpected places.  Like a TV screen, or fluorescent lighting.  I am
afraid it is many years since I was last using it, so I do not
remember exactly what I worked out was triggering mine, but I do know
that it caused symptoms just like what you are describing, and I had
to shift its placement to avoid the signal.  So, have you checked
whether it is triggering from an environmental IR signal instead of
electrical noise, by shielding the receiver hole?  I just used to cup
my hands around the receiver and move them in and out and around to
try to work out what direction the spurious signal was coming from.

The operation of IR receivers changed drastically after 10.04 - the
drivers for most moved into the kernel.  This tends to break LIRC
operation when you upgrade.  I found this page:

to be a great help in working it all out with my MCE remote and my
Hauppauge Nova remotes.  The page tells you what tools to use for
debugging each stage of operation.
