The bug database is for bugs--things that don't work.

It's bad enough as it is.  We can't find anything in it, 
anymore--including very important bugs--due to how crowded it is with 
other stuff.  You try searching through the 460 open tickets to find a 
specific one (especially since the search function is compromised by all 
the users who have pasted log info and --version info directly into the 
description/comments instead of attaching them to the ticket, as 
requested, meaning that nearly every ticket matches on things like 
python or playback or ...).

Therefore, there's no way feature requests belong there.  Put them on 
the wiki if you really like.

He who sees a shortcoming in F/LOSS has but one option...

Personally, I don't see this one-time action required for proper setup 
of a recording rule as any sort of shortcoming and, therefore, won't be 
writing all the code that you seem to believe you're entitled to having 
without any work on your part.  We have enough people complaining about 
MythTV's matching their shows to the wrong shows with the current 
fail-fast approach (where we fail to automatically match if we're not 
pretty sure and let the user specify a proper match so we don't get the 
wrong data).  Adding more, "Why ask the user what he wants when I can 
guess," automation seems like just another chance to do the wrong thing.
