AFAIK there is no (existing) open source implementation available, so
at a minimum one would need specs (currently hidden behind a paywall)
and then some amount of developer time to implement (where the
developer time is probably the most "expensive" part).  Certainly a
open source (reference) implementation would be a great thing to
support and develop, although whether that should be within the
MythTV project, or in another project, is an interesting question (so
that MythTV would simple use the reference implementation libraries).
