If your HD content is 1080i, then that's going to be that 1080i content
decoding that taxes the CPU.   Not the displaying to the screen.

I have an ION and the video decoding offloading with vdpau does a great
job.   When it comes to flash and other streaming content, I've just
gone with a Roku.  Not necessarily because the Atom isn't really up to
it, but even with a capable CPU, the streaming stuff was a bit too
cobbled together for me.
