Power saving is a good idea.
The standby power consumption of a modern PC with good PSU (seasonic
gold) is about same or less than the reactive losses in the domestic
wiring. (1-2W)
AIUI Modern TVs are very low power on standby because of EU regulation.

How much heat pours out of an ADSL modem that's on 24hrs a day, feels
like 5-10W.

Maybe you can design a smart circuit breaker for the distribution panel
& thereby reduce reactive losses.
