With all my builds, small and quiet is my first priority.  My last three
"builds" were Zotac ZBoxes with NVIDIA ION graphics.  I use an 8GB SD card
as my boot disk.  I have been buying mine used off eBay.  If you are
patient, you can score a deal.  My last two cost me under $150 each with
the SD card, memory, and remote.  They also come with a VESA mount so you
can mount it on the back of your TV or on the wall.
