No, I don't think so.  Not unless it's going over voltage.

It may also just be a defect on the video card itself that can't be
fixed with better cooling.

Unfortunately, I think you'll just need to keep trying different
things until you can fix it.  New thermal paste would be the cheapest
fix, so a good place to start.
