So it's most likely your problem.

If you haven't done anything to control the CPU frequency, it's a very
common thing happening on AMD system using VDPAU

Just looking at what profiles was in use in the component...
using Advanced 2X for SD and Temporal 2X for HD
that's the VDPAU Normal profile
