Not according to its documentation.  You can get millisecond
resolution, and being syslog, the timestamps are when the syslog
daemon received the log message, not when they were generated, so if
you are trying anything that requires accurate timing information,
syslog is basically useless.   You need to use the file-based logging
in that case.

As for the original complaint...  Sorry.  You'll have to change your
log watchers.  The logs are intentionally being split into one log per
run per application for ease of debugging.
