I didn't get any replies so I don't know if there is actually much
interest in a Windows build, but I tried cross compiling on my Linux
box last night using Lawrence Rust's script from his website and
succeeded in making a working application. In case anyone was
interested in a binary Windows trunk build, I uploaded it to MediaFire
at http://www.mediafire.com/?22bo9o27h5t5hcf It is based on trunk as
of last night 3/12/2012.

I was able to install it on two different Win7 machines and everything
seems to work fine, though I had audio sync issues with HD recordings
on one system. It does seem to be much improved in general over the
0.24 Windows builds.
