It depends. People often confuse 'encryption' with 'copy protection'.
The HDHomeRun Prime is capable of decryption. However, it will only
allow you to record channels where the copy protection flag is set to
'copy freely'. Premium channels, such as HBO, Showtime, etc, are
(almost?) always set to 'copy once' or 'copy never'. These channels
will not be available via the Prime, unless a proprietary program
(such as Windows Media Center) is controlling it.
Note that there is often no "official" policy as to what content gets
flagged, other than the fact that locals should always be copy freely.
The rest is up to the discretion of your cable provider.
