Given your sbcglobal email address, it is likely you are
located in the US.  A "standard" GT430 has always
been right on the edge regarding its ability to perform
2X de-interlacing in the US.  It is not recommended in the
US as a 60Hz country (for 50Hz countries, it does fine).
Turning off composite in your X config *may* help
mitigate the worst effects.  So may running the card
overclocked (if possible with your card and your drivers).
Some people will not notice (or care about) the small
glitches which a GT430 will manifest in the US with
2x de-interlacing, but others find it completely
unacceptable.  You seem to be an extreme case,
and perhaps your GT430 was shipped underclocked
(to keep to cooler, or to allow it to use a passive
heatsink, etc.).
