That's because you are in NZ and DVB-T EIT only carries now and next.

There are options:

tv_grab_nz-py (downloads an xmltv file, I think the data is made by
the following choice anyway. this is probably your easiest option)

mhegepgsnoop (uses the mheg data that does have a full epg to produce
an xmltv file, I think with an HDHR you will need to load the driver
that makes the HDHR look like a DVB device)
