I have had some experience with Eaton UPS's, but not on Linux.
The UPS would not automatically power up, unless it was shutdown via 
software when battery became critical.  The should be settings within 
the software, to tell it to shutdown the OS when battery reach's a 
predefined (critical) level (5% I think was default).
You would also have to ensure that the UPS software (or at least the 
script that is called to shutdown the OS) has root access.
