Or, just for completeness of the possibilities, it is
possible that WOW is not meeting their contractual
terms (a cableco not doing the right things?  Say it ain't so, Ron....)

For WOW and HBO I doubt any of us have access to
the contracts, so it is all just conjecture on all our
parts.  Same for the Comcast/HBO case.  It has been
*asserted* by many in the past that it is a contractual
obligation, but I have never seen the contracts.  Should
I need to point out that HBO is a division of TW, the same
parent company of a cableco with one of the most
restrictive copy flag policies in the US?


And I certainly acknowledge that I was using it as an
straw man, not a definitive example (as you agreed
to understand as a principal).
