Those are strings that get substituted in for values as they get passed 
though the jobqueue on the way to being executed.  Since the top of the 
script, you've defined three variables: "be", "chanid", and 
"starttime".  Now two of those make sense for what should be used in 
place of "<chanid>" and "<starttime>".

In case you haven't realized, I've been giving you these hints in an 
attempt to get you to read through the code and try to understand what 
it's doing.
