You do not purchase the numbers from an RIR.  IP addresses are
not property(*).  Instead, your payment is for registration services
recognizing a unique assignment/allocation of a number (range)
to your organization.  As stated, ISPs may also assigned IP
ranges from their allocation to their customers, but again you
do not own them (and with PA space you usually have to return
it when you leave as a customer).

(*) And numbers themselves cannot be property.  There is
some disagreement in the community regarding what are called
legacy addresses and what registration (and potential
re-registration) rights were offered/implied with those numbers
by Jon Postel when he was (essentially hand) assigning the
numbers, before real contracts were in place that made it
clear what the rights and expectations were.  To this point,
the RIRs and the courts have worked to insure that the
regions number policies are followed.
