Well,
I create patch sometime ago and since that I haven any hardlock.
Beside using it without problem on my production FEs, I do tests also on 
my test FE: 3 days in loop where every 10 min I refresh all RSS feeds (I 
have 23 of them).
I'm on master and didn't check is it applies on 0.24. If not - give me 
sign - I will try prepare test patch for 0.24.
