Please tell us the exact lines in httpd.conf that refer to the password 
file. It's quite possible that you are using the wrong type of 
authentication, in which case it would be interpreting the file incorrectly.

But even if we can fix this problem, I don't think it will help with the 
original problem you were trying to fix.
