Pretty much any USB webcam can do this without fuss.
Can you not adopt one of those in place of
whatever camera you had in mind?

Not sure what you mean by "hardware" capture: all video capture
is done by hardware.  Software really only gets majorly involved
in encoding/compressing the results.
