In all likelihood, the 173.x driver set is simply too old to support 
your tuner card.  The nVidia driver interface is open source.  If you 
cannot find a pre-compiled interface compatible with your custom kernel, 
use the generic installer on the nVidia website.  It will compile a new 
interface against your local kernel tree to allow you to load and use 
the driver module.
