Fedora's i686 packages are already optimized for Atom (though they only use
instructions from the i686 instruction set).  From
/usr/lib/rpm/redhat/rpmrc:

optflags: i686 %{__global_cflags} -m32 -march=i686 -mtune=atom
-fasynchronous-unwind-tables
