An update.  Despite a good talking to this stick hasn't improved, it has 
deteriorated so I have deleted tuner 2 and am using it as a single tuner.

I fear this is a case of getting what you pay for, it was cheaper than 
most single tuner sticks, much cheaper than other dual tuners.

A peek inside reveals a pair of IT9137 chips one of which is too hot to 
touch.

  No longer a Best Buy in my book.
