That is not true of the very latest cards. When running a
graphics-intensive 3D game they draw the power. But the rest of the time
they turn off a lot of the power drain, run the fan very slowly, and so on.

So I have found a GTS 450 is almost silent in operation (at least
quieter than the CPU cooler fan when it is running flat out as all 4
processors transcode video).
